BlackWords 1.0 TCL

A tcl to record activity on the channel.

For activation .chanset <#channel> +blackwords / .set +badwords

once activated, a top 20 list of chat rooms is created.
users in the top 10 will automatically receive VOICE on the channel. (optional)
the !topwords command is also available to display the top.
only for managers the command !topwords <reset> is available to reset the top.
